This is a simple arithmetic question

2/3 rd of total students are present.
=> No of students present = 2/3 of 48
=> 2/3 * 48 = 2 * 16 = 32.
=> 32 students are present out of 48 students
=> No of students absent = Total number of students - No of students present
=> No of students absent = 48 - 32
=> No of students absent = 16
