Higher the floor, more people live there. 

Which floor does the elevator go more often ???

Answer 

Don't get deceived by the line, higher the floor more people live there.

Whatever is the number of floors, 

Elevator has to come to ground floor at the end  !!!!

Thus, answer is         ground floor......
