Ocean water crashed into the coastline eroding layers by layers for many years.
This results in the formation of a bay.
The Bays can be both sea water and fresh water.
Both rivers and sea water could be the cause of erosion. Erosion for many years forms a bay.

Bay of Bengal is situated in the North Eastern part of Indian ocean.
It is surrounded by India, Bangladesh, Myanmar and Andaman and Nicobar Island.
